Apply for a HMO licence

A HMO licence is valid for 1 property and normally lasts for 5 years.

You must get a licence from us if your property:

  • has 5 or more unrelated people living in it
  • has 2 or more separate households living there
  • if your property is already occupied by five or more people and does not have a licence
  • if your licence has expired and you haven't renewed it

Applications for HMOs must be made online. 

If you are renewing your licence, you must submit your renewal application before your current licence expires. 

Fees 

The cost for a new HMO licence and the renewal of a HMO licence is the same.

Important: Fees are paid in 2 instalments:

  • initial payment (payable during application) and
  • a final payment (if an application is successful).

Make final HMO licence payment

Before applying

You will need: 

  • a credit or debit card to make your initial payment 
  • floor plans showing positions of bathrooms, toilets and the kitchen layout (including room measurements and location of smoke alarms and heat detector)
  • a current gas safety certificate (dated within 1 year)
  • a valid electrical installation condition report/certificate 
  • a fire detection (alarm) test report (dated within one year)
  • emergency lighting report (only for 3 storey properties)
  • valid fire risk assessments
  • valid PAT test report.

Renew your HMO licence

We aim to process HMO applications within 12 weeks. Please wait for a housing officer to contact you to arrange an inspection.

Temporary exemption 

If you have a HMO licence and you intend to reduce the number of occupants to less than five, you can apply for a 3-month temporary exemption notice.
