Public Spaces Protection Order 2025 consultation
We're asking residents to share their views on our draft Public Spaces Protection Order (PSPO) 2025. We want to hear your thoughts on how we handle anti-social behaviour and other harmful activities in Hillingdon.
We understand the impact anti-social behaviour can have on the community and recognise our key role in making local areas safe for people who live, visit and work in the borough. Tackling anti-social behaviour remains a top priority for us.
What is a PSPO?
A PSPO is an additional tool available to local authorities under the Anti-Social Behaviour, Crime and Policing Act 2014. It grants police and council officers the power to reduce activities that negatively impact local people. Officers can issue warnings or fixed penalty notices to people involved in these behaviours.
Proposals
We propose ending the current PSPO 2023 (PDF, 1 MB) and introducing the proposed PSPO 2025 (PDF, 2 MB) to better address specific anti-social behaviours and other harmful activities reported by residents and visitors. The new order will cover the entire borough of Hillingdon, including its parks, open spaces, and town centres. Our aim is to ensure everyone can safely enjoy our public spaces.
The proposed PSPO 2025 includes 3 sets of conditions for:
- the entire borough of Hillingdon
- Hillingdon's parks and open spaces
- the town centres of Hayes, Ruislip and Uxbridge.
It aims to address activities, including:
- alcohol-related anti-social behaviour and disorder
- consumption of drugs and psychoactive substances
- public urination and defecation
- dog-related anti-social behaviour in public spaces and parks.
